PURPOSE & SCOPE
- This Substance Abuse Policy establishes the Organization's expectations regarding the use and misuse of alcohol, drugs, and other intoxicating substances, and defines the support mechanisms available to employees who seek assistance.
- This policy applies to all employees, contractors, and visitors on Organization premises, at work-related events, and during working hours, including remote work.
- The HR department shall be responsible for administering this policy, coordinating with the Employee Assistance Program, and ensuring that all substance-related matters are handled with confidentiality and sensitivity.

PROHIBITED CONDUCT
- Employees shall not report to work, perform duties, or operate Organization equipment while under the influence of alcohol, illegal drugs, or any substance that impairs their ability to perform their role safely and effectively.
- The use, possession, sale, distribution, or manufacture of illegal drugs or unauthorised controlled substances on Organization premises or during work-related activities is strictly prohibited and shall result in immediate disciplinary action.
- Alcohol consumption during working hours is prohibited unless expressly authorised at Organization-sponsored events. Even at such events, employees are expected to consume responsibly and remain fit for any subsequent duties.

TESTING & DETECTION
- The Organization may conduct substance testing where legally permissible, including pre-employment testing for safety-sensitive roles, reasonable-suspicion testing, and post-incident testing following workplace accidents.
- Reasonable suspicion shall be based on specific, documented observations by a trained supervisor regarding the employee's appearance, behavior, speech, or performance that suggest impairment.
- Employees who refuse to submit to a lawfully required substance test, or who attempt to tamper with or substitute a test sample, shall be subject to disciplinary action up to and including termination.

SUPPORT & REHABILITATION
- The Organization encourages employees who are experiencing substance-related difficulties to seek help voluntarily through the Employee Assistance Program, which provides confidential assessment, counselling, and referral services at no cost to the employee.
- Employees returning from substance abuse treatment may be eligible for a reasonable period of leave and shall be supported through a structured return-to-work program with appropriate monitoring and accommodations.
- All information relating to an employee's substance abuse disclosure, testing, treatment, or rehabilitation shall be treated as strictly confidential medical information and protected in accordance with applicable privacy laws.

ENFORCEMENT & POLICY REVIEW
- Violations of this policy shall result in disciplinary action proportionate to the nature and severity of the violation, up to and including immediate termination of employment.
- This policy shall be reviewed at least annually, and all employees shall receive substance abuse awareness training covering the policy requirements, available support resources, and the signs of impairment.
